New Delhi: Based on the experiences from Bihar, the Election Commission (EC) has introduced significant changes to the nationwide Special Intensive Revision (SIR) of electoral rolls. Under the new guidelines, voters will no longer be required to submit any documents during the enumeration phase, thereby simplifying the overall process.
However, voters whose details could not be linked with the previous SIR will receive notices from the Electoral Registration Officer (ERO). Their eligibility will be verified according to the standards prescribed under Article 326 of the Constitution.
Such voters will be required to submit one document out of the eleven indicative proofs of citizenship — the same set that was used in Bihar’s SIR. The Aadhaar card will only be accepted as an identity proof, not as evidence of citizenship. The ERO may also accept other alternative documents, as specified in the directives issued on September 9.
New columns have been added to the enumeration form to record details such as the name of the voter or their parent/relative, EPIC number, relationship, district, state, and assembly constituency. This data will be cross-linked with records from the 2002–04 SIR to ensure accuracy and authenticity.
