Shimla: The budget session of the Himachal Pradesh Legislative Assembly commenced with an extraordinary incident that has sparked a fresh controversy in the state’s parliamentary history. Differences between Governor Shiv Pratap Shukla and the government led by Chief Minister Sukhvinder Singh Sukhu over the Revenue Deficit Grant (RDG) and policies of the central government surfaced openly on the floor of the House.
In a rare move, the Governor concluded his address in just 2 minutes and 1 second and declined to read significant portions of the document prepared by the government, instead laying it on the table of the House.
